Michael Blumental
Founder and CEO

Mike founded HDD in 2008 with the goal of helping health plans and software vendors maximize the value of healthcare data to improve clinical and financial performance. Mike has dedicated his career to the effective use of healthcare data and technology. He has broad experience leading projects in health technology, data strategy, reporting and analytics, software design and implementation, and healthcare quality measurement. As CEO, Mike is focused on collaborating with health plans, providers, federal and state agencies, and analytic/technology vendors to improve quality of care, refine performance measurement and drive revenue growth. Mike also supports several client projects providing strategy and execution to improve HEDIS® and Stars rates.

Prior to founding HDD, Mike worked with several New England area health plans, state Medicaid and human service agencies, and health analytic vendors in several roles including data analytics, account management, and client implementation. Mike founded and leads the Linkedin HEDIS® Improvement Forum with over 2,500 participants. He is also certified in Critical Outcomes Reporting Analysis by the Disease Management Purchasing Consortium, a distinction held by less than 200 professionals globally.


Mike has a B.A. in Economics from Bentley University and an M.B.A. from Bentley University. Mike is a frequent speaker in the RISE Quality series of conferences and is recognized as a thought leader in HEDIS® data management and chart review.

John Hoff
Principal

John is a medical economist who leads the health economics and outcomes research practice at Health Data Decisions.  He brings broad expertise in clinical outcome studies, program evaluation, statistical programming, and predictive modeling.  John has worked closely with many health plans to develop and implement reliable study designs for medical home and population health analytics, custom predictive models, actuarial and underwriting reporting systems, and performance measure engine design and development. As Chief Security Officer, John oversees all IT, security, and compliance activities.  John has worked extensively in payment model design including bundled and global payments.  Most recently he has developed cutting-edge payment models focusing on primary care.

Prior to joining the team, John designed payment reform models and developed health outcomes methodologies at Harvard Pilgrim Health Care, and established a medical economics practice at Senior Whole Health, a dual eligible payer in Massachusetts.  Prior to that, he led a variety of health outcomes teams as Manager of Medical Informatics Consulting at APS Healthcare.


​John has a B.A. in Mathematics and Physics from the University of Montana.

Keith Bell
VP Quality

​Keith is an expert in quality measurement and HEDIS® improvement and brings a strong foundation in public health. Keith manages HEDIS® operations for a variety of health plans and has helped to create innovative programs to increase the quality of care and reduce costs. Recently, he developed algorithms to ensure care standards are met in frail elders with a Senior Care Organization.  He also helped improve the capture of risk information for both health plans and vendors. In addition, Keith leads our education and training program and hosts a monthly webinar series on advanced HEDIS® topics.  Keith is a popular speaker who presents frequently at national conferences.

Prior to joining HDD, Keith led HEDIS® and clinical quality initiatives at Harvard Pilgrim Healthcare, Neighborhood Health Plan, Boston Medical Center HealthNet Plan, and was most recently the health care quality and HEDIS® product manager for McKesson Care and Analytics. ​

He also served as the elected chair of the New England HEDIS® coalition. Keith’s background includes vendor management, health care software development, managed care, and direct care environments. He is skilled in product and program development, management, and evaluation with extensive knowledge of health care services, business analytics, quality measurement, HEDIS®, accreditation standards, quality improvement, and government-sponsored programs. Keith has extensive experience developing quality and process improvement initiatives and has solid technical skills to meet rigorous client data requests. ​ Keith has a B.A. in Biology from Boston University and an M.P.H. in Social and Behavioral Sciences from Boston University School of Public Health.

Elizabeth Carr
Director

In her role as Director of Consulting Services, Liz is responsible for partnering with HDD’s clients strategically and efficiently. She supports health plans with process design and management for more streamlined operations, especially in the quality space. Optimizing HEDIS®, Stars and other government or state programs is often constrained by time and resources and Liz prides herself on working to find creative solutions for her clients. Liz and her team specialize in detailed analytics that gets to the root cause of quality rate trends which is the foundation of informed decision making and driving change. She encourages her clients to always challenge their ideas and expectations with data and ensure that their resources and strategy are pointing in the right direction.

Prior to joining HDD, Liz was an Analyst and Scrum Master with McKesson. She worked closely with the software development team on financial risk and quality software products. Liz has a B.A. in Neuroscience from Johns Hopkins University.

David Douglass
Director

​David brings over 20 years of experience in economic forecasting and policy research for state government and health plans. David is an expert in data visualization, forecasting and prediction strategies, ARIMA and logistic regression models, as well as neural networks. Using extensive knowledge of industry standards and regulations, statistics, and data analytics, he develops solutions that promote the integration of risk and quality programs across all operational areas. David is our risk adjustment thought leader for HEDIS® and Stars projects and leads advanced analytic programs for Federal and State governments and national non-profit organizations across the healthcare industry.

Before joining HDD, David analyzed and optimized risk models for Martins Point Health Care’s MA plan, helping to achieve a 5 Star rating. David also worked to integrate data from a wide number of sources to distill into actionable results at Anthem Blue Cross and Blue Shield and the City of Portland, Maine Healthcare for the Homeless program. In addition, he provided economic forecasting and policy research for the Maine Governor’s office. David has a B.A. in Philosophy from Colby College and an M.S. in Public Policy and Management from the University of Southern Maine.

Patrick McGrath
Director

Patrick leads client delivery operations for Health Data Decisions. He conducts analytic projects including performance measurement and quality analytics, as well as projects in HEDIS®, patient-centered medical homes, and medical economics studies. Patrick has an extensive history of working with healthcare data. He joined HDD from Coastal Medical in Rhode Island, one of the largest ACOs in the state, where he managed analytical work for risk-based contract reporting and CMS Shared Savings submissions. Prior to Coastal Medical, Patrick worked at Blue Cross Blue Shield of Rhode Island where he was responsible for making data-driven recommendations to senior management for initiatives such as increasing member engagement.

In addition, he developed and maintained coding for a rating application used by the Underwriting and Actuarial departments. Patrick has a B.S. in Computer Science from Bridgewater State University and an M.B.A. from the University of Rhode Island.
